F.No.609/31/2015-DBK Government of India Ministry of Finance, Department of Revenue Drawback Division New Delhi, the 28th April, 2015 COMMITTEE NO. 3 /2015 Sub: - Constitution of Committee for formulation of All Industry Rates of Duty Drawback for the year 2015- reg. The Central Government (Ministry of Finance, Department of Revenue) hereby constitutes a Committee for the purpose of formulation of All Industry Rates (AIRs) of Duty Drawback for the year 2015. The Terms of Reference of the Committee are as follows:- Terms of Reference (i) To interact with the administrative Ministries, Export Promotion Councils, Commodity Boards, trade bodies and other stake holders so as to elicit their views on the existing Duty Drawback Scheme (AIR); (ii) To work out the modalities for calculation of duty drawback and suggest AIRs of Duty Drawback for the year 2015 for the existing items as also for new items as may be suggested by the stake holders; to examine the quantitative data and justification for materials being treated as deemed imported; to specifically go into the details of the levels of all the residuary AIRs of Duty Drawback; (iii) To examine and suggest the broad framework of AIRs of Duty Drawback in the context of GST. 2. Shri Gautam Ray, Chief Commissioner of Customs and Central Excise (retired) Flat No.6012, Sector-C, Pocket No. 6 7, Vasant Kunj, New Delhi 70 JS (Drawback) shall be the Secretary to the Committee which shall be serviced by the Drawback Division. 3. The Committee shall:- (a) decide the modalities of holding deliberations and meetings with the stake holders; (b) conduct field visits and study specific production processes as it may consider necessary for formulation of AIRs of Duty Drawback; (c) work out the methodology for calculation of AIRs of Duty Drawback, interalia, on the basis of changes made in the duties in the Budget 2015-16; (d) provide documentation, and calculation/worksheets, supporting the suggested AIRs as part of its Report; (e) submit its report on the Terms of Reference by 31st August, 2015 to the Secretary, Department of Revenue. 4. The Members shall be entitled to TA/DA as applicable to Group A officers of equivalent status. The Members shall also be entitled to a sitting fee of ₹ 3000/- per member per sitting. All expenses incidental to the functioning of the Committee, including office expenses, shall be met from the Budget of the Department of Revenue-Grant No. 43.
