Rate of VAT on bread crumbs in Delhi & Haryana

Dear Experts,

When rate in Haryana is exempt at B10 then it should also be exempt in Delhi as mentioned same language at sr. no. 34 in Schedule 1 ( Bread except Pizza bread). Is it right, please confirm.
