tax implications, Service Tax

Dear Sir,

We are manufacturers of automobile parts. We are expanding our factory. The construction of the building/factory is going to be done by an foreign construction company.

I kindly request you to guide me on the following.:-

1. Regarding service tax what will be the implications and who is going to charge service tax. whether the foreign construction company has to get themselves registered with the Service tax department and claim service tax .

2. The same also needs clarification on tnvat..

Sir whether foreign construction company is in India or in foreign country. The tax implications is depend on the same.
