Purchasing goods from registered dealer for self use without registration, VAT + CST

I purchased solar panels from a registered dealer from outside state (UP) for self use in Karnataka. I do not have VAT registration in Karnataka. The transporter is asking for e-sugam. Since I do not have VAT No. I can not submit it. Could you please tell me what are the options for me. The material is lying with the transporter in Lucknow.

You may get it from the UPVAT Department as there is a specific provision pertaining to this matter.
