..... 54(2) of the Customs Act read with Section 11, where any goods are imported into a Customs station are mentioned in the import manifest or the import report, as the case may be, as for transhipment to any place outside India such goods may be allowed to be so transhipped without payment of duty. As such, the Carrier will release Bill of Lading mentioning any other foreign port such as Colombo as the port of discharge and mentions Colombo in the bill of lading and the carrier will file a Import general manifest (IGM) in respect of containers as Transhipment prior to the arrival of the vessel.
