.......pondents, the Act cannot be held to be valid. As a result, the petition and the appeal are both allowed with costs. The Act is declared to be invalid, so that there will be restraint on the concerned bodies, including the Union Government, from taking or continuing any action under the Act.There will be one hearing fee.
