Customs - Clearance of Drawback - Customs - 13/2010Extract MINISTRY OF FINANCE DEPARTMENT OF REVENUE OFFICE OF THE COMMISSIONER OF CUSTOMS Custom House, New Harbour Estate, Tuticorin - 628004 C.No. VIII/48/61/2010-EDI Dated 07.12.2010 PUBLIC NOTICE NO. 13/2010 Sub: Customs - Clearance of Drawback. This Commissionerate has been receiving constant reminders through E-mail, telephone calls, letters, etc. regarding the delay in drawback sanction. We have been time and again emphasizing to the concern exporters, associations etc., that drawback has not been sanctioned because relevant Shipping Bills are not figuring in the EGM or there are errors on EGM on relevant Shipping Bills. It is important that Steamer Agents Exporters (through their representatives, etc.) must file complete EGM and attend to the EGM errors crept in because of wrong furnishing/feeding of data in the system. This Commissionerate is taking all efforts to clear the pendency in Drawback sanction. In this regard, Trade Facilitation Circular No.06/2010 dated 16.11.2010 had been issued to the Steamer Agents/Main Line Operators/CHAs/Exporters to speed up the EGM closure and to avoid possible errors in the EGMs. In this connection, it is to emphasise that there is no pendency at Drawback Section and as and when the Drawback claims are received at Drawback Section/Superintendent, all the claims are cleared without any delay. In fact, there are only 16 numbers of Shipping Bills pending with Drawback, Superintendent as on 06.12.2010. There had been some difficulties in filing the EGMs On-line when version 1.5 was introduced in the Commissionerate. The problems of version 1.5 had already been solved. It is the responsibility of the Steamer Agents/Main Line Operators/CHAs/Exporters to file EGMs in time and wherever the EGM errors are noticed should be rectified immediately. It may be noted that unless the EGMs are filed and application for error removals are made, Department cannot proceed further to send the particular Shipping Bills for Drawback sanction. As on 01.12.2010, there are 20,420 Shipping Bills pending in the EGM Queue (Either EGM was not submitted or Shipping Bills omitted in the EGM already filed) and 9,187 Shipping Bills are under EGM error. These figures are quite high. The Department wishes that these Shipping Bills should move to drawback queue as early as possible. This will enable the exporters to get the drawback. This is only possible if the Steamer Agents/CHAs/Exporters came forward to rectify their own submissions or omissions made to the Department. Unless they do this, the Department cannot proceed further. The Steamer Agents are hereby instructed to file the EGMs in time and without errors. The Main Line Operators/Freight Forwarders/Consol Agents/Exporters and CHAs are requested to provide correct Shipping Bill particulars to the Steamer Agents to file error free EGMs. The following errors are generally noticed in the processing of EGM:- L - LEO date greater than Sailing Date N - No. of Container not matching C - Container Number not matching P - No. of packets not matching Q - Shipping Bill not ready for EGM and in some other queue R - Rotation number not matching S - Submitted T - Nature of cargo not matching D -- Duplicate SB/Container number A - SB does not exists in ICES W - Total quantity in EGM does not match with gross weight. F - SB already filed in another EGM G - Sailing Report not entered In order to dispose off the backlog of Shipping Bills mentioned above, it is required that the Supplement, Amendment, Deletion of Shipping Bills to the EGMs already filed and to correct the errors shown in EGM, the Shipping Agents should approach the EDI Section Superintendents, namely, 1) Shri. M. Kannan, Contact No.99438-07421 and 2) Shri M. Chandrasekar, Contact No. 94867-16367, who are available at Room No.8, Old Building, Custom House, Tuticorin along with the relevant Shipping Bill particulars and copy of the Bill of Lading.
