Special messenger arrangements for collecting scrolls. - Income Tax - 1151/CBDTExtract INSTRUCTION NO. 1151/CBDT Dated : February 16, 1978 Board's Instruction No.1047 (F.No.385/10/77-IT(B) dated 17th March, 1977, introducing of special messenger arrangements by the authorised public sector banks at their link branches for the last 6 working days of March, 1977 for collecting the scrolls from their branches and passing them, alongwith the Challans, to the focal point bank branches on the very date of the receipt of taxes from the public may be referred to. 2. It has been decided to introduce the same arrangements in the month of March, 1978 but from 15 March onwards unlike the last year when such arrangements covered only the last six days of March. The other details of the arrangements will be the same as indicated in Board's Instruction No.1047 dated 17th March, 1977 referred to above. A copy of the Reserve Bank of India letter No.1638/G.A. 64(10)-77/78, dated 31st January, 1978 to the authorised public sector banks requiring them to introduce the special messenger arrangements from 15th March, 1978 is printed below. 3. It is essential that the special messenger arrangements advised by the Reserve Bank of India are followed strictly by the authorised public sector banks at various places. It should be ensured that proper liaison is established with the managers of the focal bank branches, at appropriate levels, to ensure that the authorised public sector banks follow strictly the special messenger arrangements for crediting the collections of the last 15 working days of March to the Government account in the same financial year. For this purpose daily checking of scrolls/Challans received by the CTUs/LTUs/Single ITO units is necessary to identify the receiving banks which do not send them to their link branches the scrolls/Challans on the very day of the receipt of payments. Any instances of delay in the receipt of bank scrolls/Challans beyond 2 days should be taken up immediately with the managers of the concerned focal bank branches under advice to CCA, New Delhi.
