WHETHER WCT IS APPLICABLE UNDER TAMILNADU VAT ACT ON CONTRACT GIVEN FOR CONSTRUCTION OF ROADS INSIDE A FACTORY. IS THERE ANY EXEMPTION FOR SMALL CONTRACTORS.
