India Relaxes Rule 185(1) for Neutral Packing in Exports to Meet Global Demands; Anti-Evasion Measures in Place.

The Government of India has decided to relax Rule 185(1) of the Central Excise Rules, 1944, to allow neutral packing for export purposes. This decision addresses difficulties exporters face in meeting foreign customer demands for Indian goods without specific markings. All Collectors of Central Excise are authorized to permit neutral packing for goods intended for export, upon receiving applications from assessees. Field formations are instructed to monitor for anti-evasion purposes. Each case of granted relaxation requires a report to the government for post facto approval.
