Exports - Non-clearance of AR 4s. (under Value Based Advance Licence/Quantity Based Advance Licence) immediately affecting the exports - Regarding Circular No. 98/9/95-CX Dated 20-2-1995 [From F. No. 209/5/95-CX.6] Government of India Ministry of Finance (Department of Revenue) Central Board of Excise Customs, New Delhi Subject : Exports - Non-clearance of AR 4s. (under Value Based Advance Licence/Quantity Based Advance Licence) immediately affecting the exports - Regarding. I am directed to say that a number of complaints have been received from the trade circle to the effect that delay in clearance of AR 4s. (under VBAL/QBAL) by the Central Excise officers, is adversely affecting the exports. 2. The issue has been examined by the Board. All Collectors are advised to ensure that AR 4s are cleared by Central Excise officers expeditiously and there is no delay in clearance of the same. It should be impressed upon the concerned officers that delay in export processing is not pardonable. In case of serious persistent complaints of delay effective administrative action must be taken. 3. The Collectors are also requested to pay personal attention to exporter's problems and to devise an effective and practicable system of accountability. 4. Field formations and Trade interest may be suitably informed.
