S/V-Val Cell-34/2015-16 DATED: 02.07.2015 STANDING ORDER NO. 24/2015 Subject: Improving data quality to ensure proper assessment of Plastic/Resin Beads-regarding Attention is drawn to valuation alert issued by the Directorate General of Valuation, Mumbai vide F. No. VAL/TECH/61/2012 dated 22.6.2015 on suspected undervaluation in imports of Plastic /Resin Stones and Beads. In view of the study findings the field formations are required to be more careful in assessment and examination of the consignments related to Plastic beads/stones and ensure that the following parameters bearing a impact on the valuation are declared and taken into account at the time of assessment. a) The description of raw material used should be clearly indicated in the BE. Necessary documentary evidence may be called for to verify the constituent material. In case the same is not submitted the concerned group may resort to first check examination and send the RSS to DYCC for test to verify the same. The various beads/stones being imported are mainly found to be of acrylic, ABS, Epoxy Resin, Silicone etc. The goods may be assessed keeping in mind the cost of raw material as per PLATT, NIDB. b) The BE should also indicate the type of bead/stone. i.e. whether frosted, facetted, opaque, the design whether pear/drop shaped, alphabet beads, flower, bow shaped, whether foiled and the number of cuts etc. the colour , shine , finish which also has a bearing on the value should also be indicated in the BE. c) The BE should also indicate the type of hardener used and the proportion of the same vis-a-vis the basic raw material. d) Though given the variety found in the market a minimum benchmark cannot be fixed it should be ensured that the value of the beads should not be less than the cost of raw materials + cost of manufacturing reasonable profit margins + the aesthetic value of the product. Since all the above factors considerably influence the price of plastic beads, it is to be ensured that the details mentioned above are mentioned in the description column at the time of filing the B/E itself. If the same are not mentioned at the time of filing it is to be ensured that the same are verified at the time of assessment/examination. 2. The above instructions are brought to the notice of all Officers, concerned staff and field formations for information, guidance and strict compliance. 3.
