Please refer to Public Notice No. 08/2009 dated 30.03.2009 and subsequent addendums dated 01.04.2009 and 28.10.2009 on Implementation of Risk Management System (RMS) for remaining Export Promotion Schemes. 2. Hitherto the RMS facility was available only for Accredited clients (ACP) for imports under the Exports Promotion Schemes of VKGUY, FMS and FPS. It has now been decided to extend RMS to non Accredited Clients (non-ACPs) under the said schemes w.e.f. 19.12.2011. 3. It is pertinent to mention that in respect of all imports under the above mentioned schemes, including those which are RMS facilitated, endorsement of the debits of the duty leviable on the goods on duty credit scrips is mandatory to fulfil the condition of the respective notifications. The ICES takes care of debits in respect of all duty credit scrips by system driven debits where the importer, at the time of submission of bill of entry, specifies the details like registration no, date and port of registration of the duty credit scrip. The verification of system debit as well as physical debit of duty scrips will be done by the concerned Group Appraisers for facilitated Bills of Entry who are attending to imports under the above mentioned schemes for non-facilitated Bills of Entry. 4.
