CLUB ROAD, BELGAUM - 590 001 C.No. IV/16/20/2016-Tech Date : 16-02-2016 CENTRAL EXCISE TRADE NOTICE NO. 01/2016 Sub: Refund/ Rebate claim- Direct credit of refund/ rebate to exporter's credit by way of electronic payment under RTGS/ NEFT facility-Procedures-Reg. Kind attention of the Trade and Public at large is drawn to the Circular No. C. Ex. dated 12-01-2016 issued from F. No. 201/0.5/2011-C.Ex.6 (URLhttp:/www.cbec.gov.in/Excise-Circular-Instructions?pageID=3-8) prescribing general guidelines for implementation of e-payment of refund/rebate. 2. In order to speed up the transfer of the fund directly to the beneficiary's bank account, it has been decided to introduce electronic payment/ remittance of sanctioned rebate/refund amounts through RTGS(Real Time Gross Settlement)/NEFT(National Electronic Fund Transfer) facility offered by following branches of Syndicate bank with effect from 22-02-2016, A. Syndicate Bank, Maruthi Galli Branch Belagavi B. Syndicate Bank, Bcllary Main Branch, Bellary C. Syndicate Bank, Main Branch Super Market, Gulbarga D. Syndicate Bank, Durgad Bail Branch, Hubli. 3. For this purpose, the following procedure is prescribed. (i) For all the fresh claims of refund/rebate received on or alter 22-02-2016, the claimants shall provide 'one time authorisation' duplicate duly certified by the beneficiary bank as in format 'Annexure-A'(Copy enclosed). (ii) The following officers, a. The Assistant Commissioner of Central Excise, Belagavi b. The Assistant Commissioner of Central Excise, Bellary' c. The Assistant Commissioner of Central Excise, Gulbarga d. The Assistant Commissioner of Central Excise, Hubli are authorised to order for payment of refund under the system of electronic payment of sanctioned rebate/refund amounts through RTGS/NEIT facility through the above mentioned banks. For this purpose, the above mentioned Assistant Commissioners of Central Excise shall submit signed statement covering the details of all the sanctioned refund claims as in formant 'Annexure-B' (Copy enclosed) and an e-mail copy to the bank along with a cheque tor consolidated refund amount on the last working day of the week for the claims sanctioned in that week. The bank, after tallying all relevant details, shall remit the sanctioned refund amounts to the respective beneficiaries mentioned in the Annexure-B' after deducting the applicable NEED RTGS charges as per RBI Guidelines. (iii) In case of pending refund/rebate claims as on 22-02-2016, where refund/rebate has not been sanctioned or if sanctioned, has not been paid to the claimant, the payments will be made through RTGS/NEFT facility of Syndicate bank For this purpose, such authorisation is to be obtained from such claimants by 23-02-2016. (iv) It is further clarified that bank may charge the refund claimant, fee for remitting refund amount through RTGS/NEFT as per RBI Guidelines and the claimant would get only the net amount. (v) The authorized officer, authorized bank, P.A.O. Belgaum, shall follow the procedure prescribed in the above CBEC circular for e-payment (Part-II) and reconciliation (Part-III) (B.HARERAM) (COMMISSIONER)
