No:- SG/MISC-49/2011 RMS Date: 16.12.2011 FACILITAION NOTICE - 143/2011 Subject: - Implementation of Risk Management System (RMS) for the Import under the Export Promotion Schemes such as VKGUY, FMS and FPS-reg The Risk Management System (RMS) has been implemented for the clearance of imported goods / cargo covered under the import declarations (Bills of Entry) filed in Appraising Groups 1 to 6 and DEPB (Group 7B). JNCH had issued Public Notice viz.:12/2006 dated 17/02/06; 13/2006 dated 24/02/06;17/2006 dated 16/03/06;18/2006 dated 23/03/06 ; 21/2006 dated 30/03/06; and 20/2007 dated 18/05/07 and 39/2009 dated 17/06/09 vide which elaborate instructions have been issued as to how the assessment, examinations, out of charge and post-clearance audit of the bills of entry have to be carried in respect of facilitated and non-facilitated bills of entry. It has now been decided to extend the RMS facility to imports covered under the following Export Promotion Schemes for the non ACPs : (i) Vishesh Krishi Gram Udyog Yojana (VKGUY) Scheme code -24; (ii) Focus Market Scheme(FMS) Scheme code -27; (iii) Focus Product Scheme(FPS) Scheme code- 28 ; The proposed date of applying RMS to the above mentioned Schemes is 19.12.2011. 2. The instructions conveyed vide the said PNs viz.:12/2006 dated 17/02/06; 13/2006 dated 24/02/06;17/2006 dated 16/03/06;18/2006 dated 23/03/06 ; 21/2006 dated 30/03/06; and 20/2007 dated 18/05/07 and 39/2009 dated 17.06.2009 are applicable for the imports under the exports promotion schemes , mutatis mutandis. 3. The importers will continue to register their Licences / Authorization / Scrips / Release Advices in the section(s) attached with respective Appraising Groups and seek a registration number, which has to be quoted in the Licence column at the time of filing the Bill of Entry. 4. In respect of imports under the above mentioned schemes, including those which are RMS facilitated, endorsement of the debits of the duty leviable on the goods on duty credit crips is mandatory to fulfill the condition of the respective notifications.The ICES takes care of debits in respect of all duty scrips by system driven debits where the importer, at the time of submission of Bill of Entry, specifies the details like registration no., date and port of registration of the duty credit scrip. The verification of system debit as well as physical debit of duty scrips may be done by the concerned Group Appraisers for facilitated Bills of Entry who are attending to imports under the above mentioned schemes for non-facilitated Bills of Entry. 5.
