Applicability of Customs Duty on Rabbies vaccine, Customs - Exim - SEZ

We are reputed Indian company from Bangalore having vaccine facility in Bangalore. We are planning to import rabbies vaccine in bulk from China And fill finish it in our facility and want to sell in Indian market.

In this respect we need clarification on following issues:

1. Whether rabbies vaccine imported from China in bulk  comes under the definition of Life saving drug
2. Whether rabbies vaccine imported from China in bulk will attract Customs duty or not. What is the rate of customs duty
3. Custom Tariff Code in which it is classified if it is under life Saving Drug or Custom Tariff Code in which it is classified if it is not classified as life Saving Drug
4. In case customs duty is applicable, whether MODVAT Credit is available or not
