If you are registered under taxable service "Tour Operator Services" and Scouting/Guiding activities are integral part of the Tour Operator service then liable otherwise not.

Yes, scouting / guiding activities as such are not liable to service tax. But, if they are forming part of some taxable service or having characteristics of any taxable service, the same may be subject to service tax. You need to look into the details of services being provided.
Scouting/Guiding is a term related to tour operating services. On one hand if it consider as a part of "Tour Operating Services", then then the scouting/guiding services are subject to taxable, on the other hand if it is not considered as a part then no service tax shall be levied on scouting/guiding services.
