Ship Freight Refund, Customs - Exim - SEZ

A company paid ship freight to a liner in china and further based on the actual facts i.e ship waiting time, goods clearance time etc., the ship freight actually payable is less. On claming the refund amount, the liner demands for invoice to settle the amount. Can we raise a DEBIT NOTE to this foreign liner to claim this ship freight refund
