Bona fide baggage includes wearing apparel, toilet requisites and other personal effects specified in paragraph 4 below, provided that the articles are not for sale and are imported for the personal use of a passenger or of members of his family travelling with him, but it does not include the articles described in column 1 on pages 2 and 3 on which duty must be paid in all cases when imported in excess of the free allowances, if any, admissible under the rules in force. 4.
