Whether non placement of the amended Regulations before Houses of the Parliament as required under Section 24 of the AICTE Act is vitiated in law? Whether the law laid down by this Court in Bharathidasan University’s case [2001 (9) TMI 1126 - Supreme Court Of India], applicable to the fact situation of the concerned colleges of the appellants?
