Circular: No. 2 of 1991, dated 22-3-1991 Issue of default notices I am directed to say that as per the practice followed by the Registrar of Companies at present, the default notices for non-filing of the balance-sheets and the annual returns by the companies under the Companies Act, 1956, are issued by registered post. This practice has proved to be costly and has led to the increase in the office expenses of the field officers. It has, therefore, been decided, as a measure of economy, that these notices may now be issued only under certificate of posting.
