C. No. VIII/48/06/2016-Cus.Pol. Date: 22.11.2017 PUBLIC NOTICE No. 43/2017 Sub:- Implementing Electronic Sealing for Containers by exporters under self- sealing procedure -Reg. Attention of ail Exporters /Custom Brokers/ Clearing Agents /Vendors/Shipping agents/ Trade and Industry and Public is invited to the Board Circular Nos. 26/2017, 36/2017, 37/2017, 41/2017 and 44/2017 on the above subject. 2. As notified by the Circular No. 44/2017-Customs dated 18.11.2017, a fixed RFID seal Reader has been successfully installed at Tuticorin Port and all the entitled exporters are requested to avail said facility: As provided under said Circular, E- sealing shall become mandatory for all those entitled exporters operating through Tuticorin Port with effect from 15th December. 3. All the Exporters are advised to note that the e-seals of one Vendor is readable by the reader installed by the same vendor only. In other words, the reader installed by one vendor cannot read the e-seals of the other vendors. Therefore, the exporters before placing an order for e-seal with the notified vendors, have to ensure that the vendor from whom they intend to procure e-seat, have installed reader in the gate way port/ICD. As of now; four vendors have been notified by the Board and the details are available in the CBEC website, www.cbec.gov.in. In Tuticorin Port, M/S 1b Track Solutions Pvt. Ltd., Bengaluru, being one of the notified vendor, have installed a Fixed Reader. Therefore this port is ready to receive the e-sealed container any time. 4. Further, all the notified vendors are advised to strictly adhere to the stipulated norms issued by CBEC, especially regarding sale of e-seals. They have to ensure that they are selling e-seals to the exporters who intend to export through a Port, where they have installed REID reader. They are advised not to sell e-seals to the exporters who intend to export through that Port, where they have not provided any reader. 5. All entitled exporters who have acquired RFID seals and are stuffing the containers at the approved premises for export through Tuticorin Port shaft be free to continue/adopt the new e-sealing procedure and need not seek presence of officers of the department for supervising stuffing. This implies that the procedure is voluntary for entitled exporters till 15th December, 6. Further, with effect from 15th December, 2017 e-sealing shall become mandatory in respect of exporters who have been permitted self-sealing facilities under erstwhile excise procedure or CST regime, AEO exporters and exporters availing stuffing at their premises for the export through Tuticorin Port. 7. It is once again clarified that the exporters who have already switched to new procedure may continue with new procedure and exporters who intend to voluntarily adopt new e-sealing procedures are fee to do so. Exporters availing stuffing at approved premises under supervision shall continue to do so till 15th of December and after 15th December it is mandatory to switch to new e-sealing procedure. 8.
