PUBLIC NOTICE NO. 19/2019 Sub: Changes made in the ICES application to make it ready for the new regime of paperless Advance Authorization and EPCG licenses issued on or after 01.03.2019 Kind attention of Importers and Exporters is drawn to CBICs circular 07/2019 - Cus dated 21.02.2019 regarding discontinuation of printing of Advance Authorisations/Export Promotion Capital Goods (EPCG) Authorisations on security paper by DGFT for authorizations issued with EDI ports as port of registration. 2. As envisaged in the circular, changes have been made in the ICES application to make it ready for the new regime of paperless Advance Authorization and EPCG licenses issued on or after 01.03.2019. Till recently, the license details were available only to Appraising Officers in ICES and pertained to licenses registered at their port only. The examination/ OOC or appraising officers verified the physical copies for each consignment. With the discontinuation of the paper copy, these details will have to be verified directly in ICES application. 3. For the above purpose, the view of the license details (including license conditions) of AA/EPCG licenses as transmitted electronically by DGFT and registered at any EDI port in India has now been given to all the officers including examination and OOC/LEO officers involved in the clearance process of Imports and Exports and required to verify the license details. 4. Additionally, the provision to issue TRAs to non EDI sites for licenses registered at EDI sites has also been disabled for the licenses issued on or after 01.03.2019 since for such sites, issuance of paper copies will continue. 5.
