VIII-48(01)Cus/Tech/General P. N./Ldh/18/Pt/1698-1714 Dated: 22.02.2019 Public Notice No. 06/2019 Subject: Mandatory Declaration of Standard UQC in Bills of Entry- reg. Attention of the importers, exporters, custom brokers and all other stakeholders is invited to the filing of Bill of Entries in ICES for clearance of Imported Goods and various changes has been brought in filing of the documents. 2. Now, Data quality and standardization of the UQC (Unit Quantity Code) for the declarations filed in EDI is-an imperative requirement not just for the purposes of valuation, but for introducing other quantity-based validations in the System. 3. In this regard, under the Single Window System, an additional qualifier has now been added in the Single Window Table of the Bill of Entry to mandatorily declare the Standard UQC (SQC) in addition to the commercial UQC being declared as per the invoice currently. 4. for this purpose, the Info_Type in the Single Window Table will be CHR and Info_QFR (Qualifier) will be SQC for all the CTHs. The information actually to be declared agaihst this qualifier would be in Info_MSR (measure) that would be the quantity in the Standard UQC as per the Customs Tariff. In Info_UQC, the actual SQC will have to be provided which would be validated against the Tariff Code directory available in ICES. Even if the SQC is the same as the UQC declared for the item, it will have to be separately declared (along with the quantity) in the Single Windoe Table as well. 5. It is informed that the declaration of the SQC in ICES have been made mandatory from February 18, 2019. Submission of Bills of Entry will not be possible unless the above details are declared correctly. 6. Hence, the trade has been advised to take note of the change in declarations of Bills of Entry in ICES with regard to SQC and be prepared as pointed out above with regard to SQC declaration to file the Bills of Entry correctly and accurately from the date of implementation. The qualifier and its description will also be included in the SW directions and code map shall be published on the ICEGATE website. 7.
