No. VIII/48-43/AG-CHM/PN-46/Ex-DPD/2018-19 Dated: 04.03.2019 PUBLIC NOTICE NO. 46/2018-19 Subject: Procedure in relation to delivery of DPD containers from port terminals of CUSTOMS MUNDRA to CFSs. if not cleared within prescribed 48 Hours period, Designation of CFSs; - reg. Attention of all Importers, Exporters, Customs Brokers. Members of the Trade and Industry and other stakeholders is invited to Public Notice No.-52/2017 18 dtd 28.03.2018 regarding broad banding of facility or Direct Port Delivery (DPD) at Mundra Port. 2. In terms of aforesaid Public Notice, importers availing of DPD have been permitted a time limit of 48 hours (from the time of unloading) for clearing the containers from the port terminal. In case an importer is unable to do so within the prescribed time limit of 48 hours the procedure prescribed in PN is required to be observed and the container is shifted to the designated CFS as specified In Para-5 or the PN. 3. The relevant paras or said Public Notice No. 52/2017-18 dated 23.03.2018 are reproduced below for the sake of easy reference: Para 4 - Timelines for clearance of the DPD Container The DPD importers shall move out/evacuate the containers within 2 days of its landing in the Terminal. The time limit or 2 days (i e 48 hours) should be calculated from the time of landing of the containers in port yard or entry inward granted by Customs (in case of any system related issue). Whichever is later. Note:- The time period or 2 days of landing shall be reckoned the time the last container in the vessel makes Its landing in the terminal (i.e. The vessel laden with DPD container while discharging the said container shall factor in, the time limit only after having unloaded the last container in the DPD container laden vessel.) The terminal operators shall send an e-mail to DPD cell informing the date and time of the completion of unloading of the last container in the vessel. Para-5- Designated CFS for DPD containers:- In case of DPD importers are unable to clear their containers within the above stipulated timeline. such containers shall be moved to CFSS as preferred by the importers in their advance interaction to shipping lines (refer Facility Nonce No. 12/2017-18 dated 15. 12.2018). In absence of importers exercising the preferred CFSs vas per FN. Said containers will be moved En-block to EXIM Yard for AP.SEZ Terminals and MICT CFS for MICT Terminal. 4. There has been demand from CFS Association of India (CFSAI) and members from trade Industry to review the current practice of DPD containers that remain un-cleared for hours to n particular designated CFS and to allow all CFSs to handle / DPD containers in such circumstances as a level playing, field 5. Considering the fact that there Increased compliance and steady growth In the volume and percentage of containers being cleared under DPD, it has been decided that the Designated CFS for DPD containers in substitution of Para 5 of P N No 52/2017. 18 dated 28 03.2018 would henceforth be as under. Para-5- In case Of DPD importers are to clear their containers within the above stipulated timeline, such containers shall be moved to CFSs as preferred by the importers in their advance intimation to shipping lines (refer Facility Notice NO. 12/2017-18 dated 15.12.2018). In absence or importers exercising the preferred CFSs as per FN. the said containers will be moved En-block to ant CFS as nominated by the shipping line. 6. In view of above change, the Para 7.2 of the P.N. 52/2017-18 is also omitted. 7.
