WII) Date: 21.02.2020 PUBLIC NOTICE NO. 22/2020 Subject: Facilitation of trade for speedy clearance of import and export consignments from and to China in the wake of recent outbreak of Novel Coronavirus:- 1. 24x7 functioning of Air Cargo Complex CRCL; 2. Waiver of late fee in case of late filing of Bill of Entry due to non-receipt of requisite import documents; and 3. Setting up of Help Desk at Air Cargo Complex-reg Attention of the Importers, Exporters, Customs Brokers and all other stakeholders is invited to CBIC Instruction 02/2020-Customs dated 20.02.2020 on the abovementioned subject. 2. In this regard, it is mentioned that post outbreak of Novel Coronavirus, there is likelihood of import consignments from China being stranded in the import shed on account of non-receipt of requisite import documents by the importer, resulting in late filing of Bills of Entry and piling up of consignments for clearance. There could also be a dip in off take in exports to China for the same reason, Further, late filing of Bill of Entry attracts late fee in terms of Bill of 3. Entry (Forms) Amendment Regulations,2()17 issued vide Notification No. 27/2017- Cus(NT) dated which can lead to undue hardships to the Trade. 4. Keeping in view the exigency owing to the recent outbreak of Novel Coronavirus and in order to case undue hardships caused to the trade, it is decided in the public interest that the Bills of Entry filed late for the clearance of import consignments from China will be considered for waiver of late fee charges based on a letter submitted by the importer/Custom Broker that delay in filing of Bill of Entry is on account of non-receipt of requisite import documents from China subject to approval of the concerned Additional Commissioner of Customs. 5. The ACC clearance at present is open 24x7 and will continue to function 24x7 to facilitate the clearance of consignments originating from China. CRCL, Kolkata is also functional 24x7 for processing test reports. 6. Moreover, to facilitate the Trade/ Stakeholders on the above issue, a dedicated Help Desk has been set up at Air Cargo Complex of NSCBI Airport, Kolkata.
