Implementation of Notification No. 3/2020 — Customs (N.T.) dated 22.01.2020 issued under Section 8 - Customs - Public Notice No. 19/2020

Attention of the Importers, Exporters, CHAS, Trade and all other agencies concerned is invited towards the Notification No. 03/2020 - Customs (N.T.) dated 22.01.2020 issued by this office under which Inland Container Depot situated at Barhi Dist Gannaur, Sonepat has been notified under Section 8 of the Customs Act 1962 2) In view of the shifting of ICD from Babarpur to Barhi, the following time-frame is being delineated: 1. The ICD Code (INPNP6) allotted to ICD Babarpur, will be discontinued w.e.f. 25th March, 2020. 2. Movement of goods from ICD Barhi to gateway ports will take place through train/road. 3. All fresh imports consignments will be received at Barhi from 25th March 2020. 4. All export goods should be brought at Barhi from 25th March 2020. 5. All Customs clearance, including payment of Customs duty for import and export goods brought at 'CD Barhi will be done at Barhi from 25th March, 2020. The Customs Staff and Service Centre Staff will be posted to 'CD Barhi for customs clearance. 6. The EDI System will be shut down at ICD Babarpur, with effect from 19:00 hours of 24th March, 2020. The relevant computers, CMC and other paraphernalia will be shifted on 24th March, 2020. 7 DC, ICD Babarpur will supervise dismantling, labelling, shipment, segregation and reinstallation of Customs assets, 8. The EDI System will be made available at ICD Barhi with effect from 10:00 hours on 25th March, 2020, 9. ICD Babarpur premises will be closed for Customs operations w.e.f. 25th March 2020 3. M/S CONCOR will operate both terminals with men and materials and equipment up to 24th March, 2020 and they would provide equipment to shift the pending containers to (CD Barhi for getting the same examined and/or exported. 4. IMPORTS I. Import racks from 25th March, 2020 shall be routed to ICD Barhi only. II. From 25th March, 2020 Customs Clearance work related to goods arrived at ECD Barhi will be done in ICD Barhi only. III. In the case of import cargo which had already arrived at iCD Babarpur before 25th March, 2020, the same will be shifted to ICD Barhi on account of the Importer by CONCOR. IV. All those containers lying at iCD Babarpur premises for which B/E has not been filed till 24th March, 2020 will be shifted to Barhi and the same will be done on account of the Importer by CONCOR. V. All the Customs Clearance Operation after 25th March, 2020 will take place only at ICD Barhi and ICD Babarpur will be de-notified. 5. EXPORTS I. All fresh Shipping Bills w.e.f. 25th March,2020 will be filed at ICD Barhi (INRUG6) and carting of export goods will be done at ICD Barhi. No fresh Shipping bill carting will be carried out at ICD Babarpur. II. The Shipping Bill filed already whose part carting has already been done at ICD Babarpur will be shifted to ICD Barhi on account of the Exporter by CONCOR. III. From 25th March, 2020 no carting will be done at ICD Babarpur. IV. Customs Clearance for Export Cargo will continue at ICD ICD Babarpur till 24th March, 2020 after which cargo will be shifted to Barhi on account of the Exporter by CONCOR. V All factory stuffed containers shall be given Export Clearance at ICD Barhi from 25th March, 2020. The containers whose lot arrived at ICD Babarpur before 25th March,2020 will be shifted to ICD Barn by CONCOR and Will be given Customs Clearance at 'CD Barhi. 7.1 It is further clarified that all the containers/goods pending clearance due to various reasons (live testing, NOC, Additional Drug Controller Use) at ICD Babarpur, would be moved by CONCOR to the new location at ICD Barhi at their own cost. 7.2 Further all containers, wherein goods have been seized/confiscated would also be moved by CONCOR, at their own cost to the new location at ICD Barhi.
