No. VIII/09/01/2020-Cus.Tech Date: 08.04.2020 PUBLIC NOTICE NO. 14/2020-Cus Subject: Customs - Schemes of Rebate of State and Central Taxes and Levies (RoSCTL) and Additional AD-hoc Incentive for export of garments and made-ups -Regarding. Attention of all Importers, Exporters, Customs Brokers, Shipping Lines/Agents, Custodians/Customs Cargo Service Providers, Port Terminal Operators, General Trade / Trade Associations Chamber of Commerce and all other stakeholders the Public, coming under the jurisdiction of Commissionerate of Customs (Preventive), Vijayawada, is invited to Board s Circular No. 13/2020 dated 14.02.2020 and this office Public Notice No. 12/2020, dated 06.03.2020. 2. RoSTL scheme has been notified vide CBIC Circular No.13/2020, dated 14.02.2020. The same has also been enabled in the system now. All the Shipping Bills where ROSL is opted by the exporter are being transmitted to DGFI for issuance of RoSCTL scrips. The scrips are issued by DGFT and transmitted electronically to ICEGATE exactly like MEIS. The registration of the scrip has also been enabled in the License Management option of the APR role with scheme code = 39. 3. It may be noted that like MEIS, the RoSCTL scrips also have to be registered only when transmitted electronically from DGFT. No manual registration should be resorted to. Further, since RoSCTL scrip is also paperless and transferable like MEIS, the ownership of the scrip must be verified from the DGFT s portal when the same is used in imports for duty payment. All other checks and balances observed at the time of registration or utilization of MEIS scrips should be observed for RoSCTL scrips as well. 4. Action to be taken in terms of decisions taken in this Public Notice should be considered as Standing Order for the purpose of officers and staff. 5.
