Visits of Central Excise Officer to factories - Instructions regarding Circular No. 3/90-CX.6 Dated 24-1-1990 [From F. No. 208/148/89-CX.6] Government of India Central Board of Excise and Customs New Delhi Subject : Visits of Central Excise Officer to factories - Instructions regarding. Attention is invited to Board's letter F. No. 206/3/74-CX.6, dated 29-10-1974 under which insturctions were issued to maintain an Visitors' Book for making entries of visits of Central Excise Officers to the factory. It has been brought to the notice of the Board that these instructions are not being rigidly followed by field formations. It has, therefore, been decided to issue the following instructions in supersession of the instructions referred to above for strict compliance by all Central Excise Officers visiting the factories : (i) All Central Excise licencees should be asked to maintain a register in the format enclosed. All central Excise Officer of the rank of Inspector and Superintendent on their visit to the premises of a licencee should enter the relevant particulars in the appropriate columns of the register. Whenever it is not possible for any reason (say for preventive work) to indicate specifically the purpose of visit in column 6 of the register the entry 'official' may be made. Senior officers while visiting these licencees should enquire from assessees whether entries are being made properly in the register by Central Excise Officials or not. (ii) While visiting the premises of manufacturers, whether licenced or not, for any purpose, the visiting Central Excise Officers should always carry with them their identity cards and produce them on demand by factory representatives. 2. The above instructions should be brought to the notice of the trade through an appropriate trade notice.
