No : CUS/APR/MISC/4730/2022-GR 5 Date: 25.03.2023 PUBLIC NOTICE NO. 07/2023 Assessment of Bills of Entry pertaining to Chapter 84. Kind attention of the importers, Customs Brokers (CB) and all other Stakeholders are invited towards the assessment of Bills of Entry pertaining to Chapter 84. It has been observed that there is a delay in processing of Bills of Entry for want of specific documents required for assessment of some goods such as Ovens, Printers etc. 2. The classification of goods such as Ovens, Printing machine/Printers; inter alia, depends on the end use of the goods. It is noticed that Importers/CB while filling Bills of Entry do not provide full details of the goods in Bill of Entry description, which leads to queries and increase in dwell time. 3. CBIC s e-sanchit application is successfully in operation since 01.04.2018. Aimed at further reducing physical interface between Customs/regulatory agencies and the trade and to increase the speed of clearance in both Imports and Exports, this application provides the facility to upload documents at all ICES location across the India. 4. In this regard, it is requested that all stakeholders shall upload the relevant supporting documents such as detailed Product Catalogue, Technical Writeup/ documentation, end use etc. which would aid in quicker assessment and avoid queries. a. Ovens: - Whether industrial or domestic use. (CTH 8417 or 8516). b. Printing machine/Printer: - Printing machinery used for printing by means of plates, cylinders and other printing components of heading 8442. c. Printers: - Others capable of connecting to an automatic data processing machine or to a network (CTH 844332). 5. The importer shall mandatorily upload the end use supporting documents on Esanchit and the image reference number (IRN) will have to be declared in the supporting document table at the item level in the Bill of Entry. 6. As a trade facilitation measure this would bring greater transparency, visibility in action taken, along with degree of certainty, thus reducing the dwell time. All Trade Association/member of Customs Broker Association are requested to take note and publicize the contents of this Public Notice among their member/constituents. 7. Difficulties, if any, faced by the Trade/Importer/CHA in implementation of the above may be brought to notice of the Additional Commissioner of Customs (Group-5), ACC, Chennai.
