Attention of Postal Authorities (FPO) and other stake holders is invited to the procedure to be followed in the case of undelivered parcels/ articles imported through the Foreign Post Office, Chennai-Air. 2. As per the clause 20 of the Foreign Post Manual (FPM), all undelivered articles with remarks refused/ unclaimed/ No such Addressee/ Insufficient Address/ Left should be returned immediately to the country of origin. 3. Further, Article 20-003 of the Universal Postal Convention (UPU), 2018 under the heading Cancellation of customs duty and other fees states that: Designated operator shall undertake to seek from the appropriate services in their country cancellation of customs duty and other fees on items returned to origin. 4. In view of the above convention and practice, the FPO is required to forward the list of such RTS/ undelivered parcels/ articles, within a period not exceeding one month except in special cases where FPO considers it necessary to extend it to two months at most, in the format as enclosed in Annexure-A, in the first week of every month for verification and cancellation of the customs duty, so that the consignments could be returned to the origin as per the Universal Postal Convention (UPU), 2018 stated supra. 5. Upon receiving such list along with parcels/packets from the postal authority, the inspector of Customs shall undertake inspection of the said parcels/packets as per Section 17(2) of the Customs Act, 1962 within one day of receipt of such parcels/packets and should satisfy himself that the parcels are intact and no tampering of any kind has taken place and ensure that the parcels/packets outbound are the same as the ones received and submit the list along with inspection report to the Superintendent/ Appraiser concerned. 6. The list of parcels/ packets along with the inspection report shall be scrutinized by the superintendent/ Appraiser concerned. During such scrutiny the superintendent/ Appraiser may randomly check the parcels/ packets to the extent of 5% or 5 parcels/ packets whichever is maximum. 7. Upon completion of random check, the list will be forwarded to Principal Commissioner with suitable recommendations. 8. Difficulties, if any, faced in the implementation of this Public Notice may be brought to the notice of the under signed. 9.
