Enhancement of OLTAS- Allowing Inspectors of field formations to claim outstation challan lying in suspense at other RCCs/CC - matter regarding-. OLTAS INSTRUCTION NO. 39 Dated: 09.09.2009 Since inception of OLTAS ie. June'2004, challan/refund data is digitized and transmitted by designated banks to TIN, which in turn is routed to RCCs/CC for further processing by Assessing Officers. 2. It is observed from analysis of suspense data of RCCs/CC that a large number of outstation challans are lying in suspense at RCCs where payment has been made. The reason behind such outstation suspense payments could be that PAN/TAN is wrong or invalid or under de-duplication process. Under the above scenario the system is not able to allocate PAN_RCC_CODE /AO_CODE for such payments and hence data is not routed to PAN/TAN RCCs/CC for assessment or for reflection in OLTAS 31 collection reports. 3. In order to resolve the above problem it has been decided to provide a facility to allow outstation suspense cases to be claimed for giving credit to genuine taxpayers. The salient feature of the utility is as follows : A user with AR_TAS_INS(Inspector) role can claim outstation suspense lying at other RCCs/CC. Data of only previous years and not the current year can be claimed. The user claiming challan must know the CIN, Amount and Major Head of the payment. Inspector can populate PAN/TAN of his/her RCC/CC only. Inspector can verify and claim challan of amount upto Rs 1,00,000/- only. Challans between Rs. 1 lac and Rs.5 lacs have to be verified by AO and above 5 lacs by the respective Addl/ Joint CsIT with AR_DC_ADMIN role. After the above claim and verification the challan data will be routed to the PAN /TAN RCC for assessment purpose. The steps needed to go to the screen and snapshots of the relevant screens are enclosed as Annexure 'A' . 5.
