INSTRUCTION NO. 5058/1991 Dated: December 30, 1991 I am directed to say that apprehension has been expressed by Labour leaders that the insistence on the production of tax clearance certificate by poor workers going abroad from India is likely to cause harassment and hardship to these persons.
