Sir it is a big task to find out VAT rate prevailing in all States for the product mentioned in your query. Each States have there own VAT Act and Rules and each State's Vat schedules will have to be gone through and if any notification issued in connection with the said product will also have to be checked. This will take considerable time to work on.

Hence in my considered view you should approach a Sales Tax consultant who are available in this Forum or the consultant in your contact.
