You can file appeal with the Commissioner (Appeals), CGST, KANPUR. Earlier known as Commissioner(Appeals), Central Excise & Customs. You can trace out exact address on google.com. ( Rule 108 of Central Goods & Service Tax Rules, 2017. refers).
