..... f his responsibility. Considering all the facts and circumstances, I find that the lower appellate authority is justified in confiscating the truck and imposing a penalty on the appellant. However, considering the fact that the truck is lying in the Department's custody for a very long time causing deterioration in the value of the truck, I reduce the redemption fine to Rs. 50,000/- and the penalt .....
