..... of the SCMTR has been extended from 31 August, 2024 to 30th September, 2024 and the CBIC Circular No.12/2024-Customs dated 31 August, 2024 vide which the phase-wise implementation of the Sea Cargo Manifest and Transshipment Regulations (SCMTR) was fixed for Mangalore Customs (INNML1) w.e.f. 01.10.2024. Public Notice No.17/2024 dtd.03.09.2024, in this regard, was issued by this office. II. Registration/Application process to operate under New Sea Cargo Manifest and Transshipment Regulations (SCMTR), 2018 is open at ICEGATE Web Portal https://icegate.gov.in. Please login with your ICEGATE ID/Password to submit the application. Non-registered users can first register themselves as per Registration Advisories available under Downloads Section on ICEGATE website home page and the details of the application process has been given in the Technical Guide also available under Downloads Section on ICEGATE website home page. III. As a first step, the various stakeholders, will have to file an application to operate under the new regulations which is opened for all shipping lines, and have to apply in the same form. The steps for registering as ASC in SCMTR by the parent entity are as follows:- a) After registering in the ICEGATE, the ASC should submit the following documents to the parent Customs Office requesting for allotment of Shipping Line Code (Advisory enclosed):- 1. ..... ld generate a unique number called "Sub-Manifest Transhipment Permit" (SMTP) for any cargo manifested for inbound or outbound customs movement. The SMTP corresponds to a transport document issued to a shipper for a carriage of cargo. The Concept of SMTP referred above is slightly different from present context. Currently, SMTP number is assigned for a Transhipment request by a custodian in the manifest. It could include multiple lines being transhipped rather than a cargo. This posed difficulty in capturing consolidation or segregation of a cargo in customs premises. In this scenario, any cargo manifested for landing into a customs area would be assigned a unique number if not already identified uniquely by customs such as Shipping Bill etc. 3.5.1 Consolidation or Segregation of a Cargo: When there is a consolidation or segregation of a such cargo, the option would be available to capture the modified packaging details.
