21. Appointment of Auditor. Notwithstanding anything contained above, the Board may appoint an auditor who is qualified to be appointed as such for a company under section 226 of the Companies Act, 1956 (1 of 1956) to investigate into the books of account or the affairs of the registrar to an issue and share transfer agent: Provided that the auditor so appointed shall have the same powers of the inspecting authority as mentioned in regulation 16 and the obligations of the registrar to an issue and share transfer agent in regulation 18 shall be applicable to the investigation under this regulation.
