No. VIII (12) I G/Tech/ 121/2012/pt-850 Dated 08/01/2015 PUBLIC NOTICE 24X7 CUSTOMS CLEARANCE NO. :- 05/2014 1. Attention of all Importers, Customs Brokers/ Customs House Agents, Customs Cargo Service Providers (CCSPs) and Public is invited to the Central Board of Excise and Customs (CBEC) Circular No. 22/2012- Customs dated 07/08/2012. With a view to further facilitate importers and exporters, CBEC had decided to begin 24x7 Customs clearance (on a pilot basis) with effect from September 1st 2012 at selected Air Cargo Complexes and Seaports including Delhi Air Cargo. Pursuant to the said Circular, 24x7 Customs clearance facility was available in case of RMS facilitated Bills of Entry where there is no requirement of examination and assessment. 2. To implement the aforesaid facility, Customs Officers are available round the clock in the Import Shed. While two `RMS officers assigned to attend to RMS facilitated Bills of Entry are available in the Import Shed during the Normal Working Hours (NWH), an Import Freight Officer (IFO) of the rank of Superintendent is available round the clock (in two shifts of 0930 hrs to 1800 hrs and 1800 hrs to 0930 hrs) to provide 24X7 Customs clearance. 3. However, it has been observed that the trade is not making optimum use of the 24X7 clearance facility and the number of consignments being cleared during the Extended Working Hours (EWH) i.e. 1800 hrs to 0930 hrs., needs to be further increased. 4. All the stake holders involved in the processing and clearance of Import Cargo are requested to avail this facility with greater participation and interest. This will help to decongest the cargo complex during the Normal Working Hours i.e. 0930 hrs to 1800 hrs especially during the peak clearance hours in the evening. 5. CHAs / Importers are advised to obtain all necessary endorsements for import of cargo and complete all documentation including payment of duty before approaching the Import Shed officer i.e. either the RMS officers on duty during the NWH or IFOs during EWH. Mandatory clearance from other agencies, if required, may be obtained in advance. Customs clearance will be possible only when all necessary documents and clearance from other departments, where necessary, are available. 6. On verification of documents or on the basis of any intelligence, if the Custom Officers have any suspicion regarding any Bill of Entry, examination of such cargo may be required which shall be attended by officers during NWH. The grounds for such examination shall be communicated in writing to the AC/DC Import Shed. The aforesaid officer posted in the Import Shed will maintain a register for this purpose and note down his/her observation which will be reviewed on a weekly basis by the Additional Commissioner (Shed). 7. Difficulties, if any, faced in implementation of the 24x7 Customs clearance facility may be brought to the notice of the Additional Commissioner Import Shed. (S. R. BARUAH) Commissioner
