Date : 03.05.2012 PUBLIC NOTICE NO. 32/2012 Subject:- Procedure for Registration of DEEC/ADVANCE AUTHORISATION SCHEME-Reg. Attention of all the Importers/Exporters /CHAs and DEEC Licence holders and all concerned is invited to Public Notice No. 55/2009 dt.02.12.2009. In order to facilitate faster registration of DEEC/ADVANCE AUTHORISATION Licenses, the procedure prescribed in the said Public Notice with regard to registration of said licences is amended to the extent mentioned below:- 2. Procedures for registration of advance authorization/Licences issued after fulfillment of Export Obligation :- 3.1 The licence holder or his authorized person or CHA has to submit request letter/Authorization letter for registration of licence alongwith following documents to the Customs Appraiser/Superintendent (Licence section): i) Original Customs Copy of the Advance Authorization /Licence issued by the licencing authority. ii) Original EODC (Export Obligation Discharged Certificate) along with Annexure showing the detailed statement of exports taken into consideration by the Licencing Authority for issuance of EODC. iii) Part F statement/export verification sheet duly verified by the Customs Authority in case of physical export. In case of deemed export, the related excise invoices and CT-3 duly certified/verified by the excise authority. (This is only for those licences where the licencing authority has made specific endorsement in the redemption letter/ no Bond Certificate for such verification. In other cases, Customs may verify the exports on random basis). 3.2 The Licence Section will do NO ALERT and BULLETIN-VERIFICATION (SIGNATURE verification of licence issuing authority for only those Licences which are not transmitted online)' for registration of Licence. 3.3 Thereafter, License Section shall generate the check-list for registration of license in EDI. The Licence holder/CHA will check/verify the details of check list then submit it back for generation of Job No. for registration of the licence. After generation of Job No. for registration of licence, it will be transmitted to the EDI screen of the Appraiser/Superintendent (Licence) for registration of the licence in the EDI system. The Appraiser/ Superintendent (Licence) will accept the Job No. in the EDI system and endorse the registration no. date on the Customs Copy of the licence. 3.4 After scrutiny of the above mentioned documents, the Appraiser/ Superintendent (Licence section) will register the Licence in the EDI System and return the original documents along with licence to the Licence holder or his representative. 3.5 This entire procedure will be completed in one working day. However, in case of Part F statement/export verification, this procedure will be completed in three working days. 4. Procedure for Registration of Advance authorization Licences issued before Fulfillment of Export Obligation :- 4.1 The licence holder or his authorized person or CHA has to submit request letter/Authorization letter for registration of licence alongwith following:- (i) Original Customs Copy of the Advance authorization /licence issued by the Licensing authority along with photocopy of the licence. (ii) Details of Bond, BG accepted in the Group and the Bond Number generated by the Group for the concerned license. 4.2 The Licence Section will do NO ALERT for registration of license. 4.3 Thereafter, Appraiser/ Superintendent (License Section) shall generate the Job No. and complete the registration in EDI. The Job No. and the registration No. will be endorsed on the Customs Copy of the licence. Thereafter, the original documents along with licence will be returned to the Licence holder or his representative. 4.5 This entire procedure will be completed in one working day. 5.
