Procedure for dealing with "shipping bill copies" consequent to doing away of "Exchange Control Copy" and "Export Promotion Copy" of Shipping Bill vide Customs Circular No.55/2016-Cus dated 23.11.2016. m/r. - Customs - PUBLIC NOTICE NO. 34/2018-19/CCP/JMRExtract OFFICE OF THE COMMISSIONER, CUSTOMS (PREV.), JAMNAGAR SARDA HOUSE , BEDI BUNDER ROAD, OPP.PANCHAVATI, JAMNAGAR - 361008 F.No.VIII/48-188/Cus-T/2018 Date: 18.12.2018 PUBLIC NOTICE NO. 34/2018-19/CCP/JMR Sub: Procedure for dealing with shipping bill copies consequent to doing away of Exchange Control Copy and Export Promotion Copy of Shipping Bill vide Customs Circular No.55/2016-Cus dated 23.11.2016. m/r. Kind attention of all importers, exporters, members of the Trade and Industry, Customs Brokers and other stake holders is invited to CBEC Circular No.55/2016-Cus dated 23.11,2016 2. The relevant para of the said board circular No.55/2016-Cus dated 23.11.2016 is reproduced below Shipping Bill (Exchange Control copy and Export Promotion copy) After the Appraiser grants LEO (Let Export Order) in the system, printout of the Shipping Bill is generated by the system in triplicate i.e. (i) Customs copy (ii) Exporter s copy and (iii) Exchange Control Copy. The fourth copy namely the Export Promotion Copy is generated after submission of ECM. Further, with regard to Shipping Bill: a. Detailed copy of the Shipping Bill is not required by the Authorised Dealer. It is enough if a summary copy is printed. b. CBEC provides copies of digitally signed Shipping Bills to DGFT. c. The data of Shipping Bill is integrated with EDPMS (Export Data Processing and Monitoring System) of RBI. In the light of the above, printing of the Exchange Control copy and Export Promotion copy of the Shipping Bill does not serve any useful purpose. 3. It has been represented by Customs Broker Association, Pipavav, that consequent to doing away of Exchange Control copy and Export Promotion copy of shipping bill vide Board Circular No.55/2016-Cus dated 23.11.2016, only two copies of shipping bill (SB) remains i.e. (i) Customs copy (ii) Exporter s copy. Customs copy of SB is retained by Customs after issue of Let Export Order(LEO). Exporters copy of SB is handed over to Exporter, who in-turn handover the same to shipping line as proof of Customs clearance . It was also informed that Exporter copy of SB handed over to shipping line is again submitted to Customs by shipping lines as part of Export General Manifest (EGM). 4. It has been represented by Custom Brokers Association, Pipavav that due to submission of Exporter copy of SB to shipping line, no copy of SB is available with them for their record, audit and various other purposes. 5. It is noticed that in the case of SB processed in the system (other than manual clearances) all the details relating to clearances including LEO details are available in the system and can be referred to/used. Therefore, no useful purpose is served in retaining Customs copy of SB by Customs. 6. Therefore, it is decided that following procedure should be followed on dealing with Shipping Bill (SB) consequent to doing away of Exchange Control copy and Export Promotion copy of shipping bill vide Board Circular no.55/2016-Cus dated 23.11.2016. I. Customs will not retain customs copy of shipping bill at the time of issue of LEO II. Customs Copy of SB should be submitted by exporter to shipping line as proof of Customs clearance . This Customs copy of SB handed over to shipping line will be submitted by shipping line to Customs as part of Export General Manifest (ECM) III. Exporter may retain Exporter cop/ of LEO for their record/future reference/ Post Audit etc. 7. Difficulties, if any, in this regard, may be brought to the notice of this office. Sd/- (M.K.
