Based on the representation received from Chennai port trust regarding a permission for bunkering after arrival of vessel which increases the transaction cost and time due to the preventive escort for supply of bunkering to foreign vessels at outer anchorage the procedures prescribed in Public Notice 176/2015 regarding supply of bunkers to foreign going vessels, is partially modified as given below; 1. On the basis of the Vessel Advice , the exporter/CHA shall file the checklist for the shipping bill in EDI/ICEGATE. 2. The details such as Master of the vessel, Name of the vessel, IMO number, and flag of the vessel and voyage number apart from consignor details, steamer agent of that vessels etc. , shall be clearly mentioned in the check list. 3. The exporter shall raise invoice in foreign currency and in case of Indian currency, they have to comply with Para 2.52 of the foreign trade policy 2015-20 issued under section 5 of the foreign trade (Development and Regulation) Act, 1992 as amended time to time. 4. After assessment, Examining officer, Jawahar Docks and Central Berth of Chennai port, Kamarajar Port limited and Kattupalli Port, as the case may be, shall examine the goods and Let Export Order shall be given by the concerned Appraiser/Superintendent. The exporter / CHA shall load the goods in the duly licensed barge/barge tanker/boat/vessel under the supervision of the Section Officer/ preventive officer nominated by AC/DC (PG). 5. The loading of goods in the barge at berths of Chennai Port/Kamarajar Port Limited/Kattupalli Port and unloading of the same on the foreign going vessels at Outer Anchorage shall be supported by surveyor reports. 6. In the case of bunkering, the preventive officer shall endorse the shipping bill after verifying the acknowledgement received from the Master/Chief Mate of the vessel to which the bunkers have been supplied, exact quantity shipped on board on the basis of survey report/bunker delivery report duly signed by the exporter/CHA. 7. The relevant copies of the Shipping Bill shall be submitted to the Main Gate Preventive Officer, Harbour Docks, Chennai Port/Kamarajar Port Limited/Kattupalli Port by the Exporter/CHA after discharge, who will give Allowed for Shipment inthe Shipping Bill after verifying surveyor report, acknowledgement given by the Master of the Vessel Boat Note etc. 8. On completion, the file along with Customs copy of Shipping Bill, Boat Note, Survey or Report, Miscellaneous challan for payment of charges for deputing officers etc., Shall be submitted to the AC/DC(PG) by Superintendent, Harbour Docks, Chennai Port/Kamarajar Port Limited/KattupalIi Port. The barge/barge tanker/boat/vessel in which the goods are to be loaded and transported to Outer Anchorage for discharge of the same in the foreign going vessel shall be duly registered and licensed by the Competent Authority for carriage of petroleum in bulk by water. The services of Customs Officers so deputed shall be subject to payment of applicable fees in terms of Customs (Fees for rendering Services by Customs Officers) Regulations, 1998t wherever applicable.
