S.Misc.145/2017 Docks Admin Dated: 23.11.2017 PUBLIC NOTICE NO. 246/2017 Sub: Clarification regarding presence of only authorized persons to remain present and interact with the departmental Officers in connection with activities concerning the processing of Customs Documents or discharge of any other Customs related work at Customs Authorized Container Freight Stations and Chennai Docks/ Port Area Presence of the unauthorized persons has been noticed during the course of surprise visits conducted by the Officers of Directorate Genelal of Vigilance. South Zonal Unit inside the Customs Authorized Container Freight Stations i.e. All Cargo Global Logistics CFS under Chennai Customs Zone. 2. In view of the above, Importers, Exporters, Custom I louse Brokers and other stakeholders are hereby informed that only authorized persons (as defined below) are allowed to remain present and interact with the departmental Officers in connection with activities concerning the processing of Customs Documents or discharge of any other Customs related work at Customs Authorized Container Freight Stations and Chennai Docks/ Port Area. 3. An authorized person shall mean only- i. The Importer/ Exporter himself/ herself or his/ her employee authorized by such Importer and Exporter and holding valid I-card (issued by such Importer or Exporter). ii. The Custom Broker whose name is mentioned in the Bill of Entry/ Shipping Bill (Live B/E / SIB), as the case may be, or his/ her employer holding valid ( Customs Broker Identity Card issued by the department. iii. The Customs Broker duly authorized by Importer/ Exporter or representative of Importer/ Exporter having valid authorization for pre/ post clearance related work like Refund claims, Drawback. Registration. Licensing etc. Any person other than the above is deemed to be an unauthorized person whose entry \inside the working area is not allowed and neither is he/ she authorized to handle Customs Documents and discharge of other Customs related work. Further. it is clarified that these instructions shall apply to all pre and post Import/ Export related processes and authorizations, Import Noting, Self- Sealing permission etc. 4. Importers, Exporters and all stakeholders are advised to authorize only their employees. having valid photo Identity Cards issued by them or Customs authorized Cust01 House Broker pass. Importers, Exporters and all stakeholders are advised not to authorize any person other than those mentioned above. No authorization shall be done directly in favour of the employee of the Custom House Brokers firm by the party. The persons holding only authorization but without valid photo I-card of the employee will be treated as unauthorized persons , 5. One day entry pass, wherever necessary. shall be given by CFS/ ICD to i. authorized person holding Identity Card issued by his employer and having authority letter from the employing Firm/ Company mentioning the purpose/ Official to be visited by the person. ii. The one-day entry pass will be issued only after confirmation from the concerned Officer, by the CFS/ ICD. iii. If a daily pass is required to be issued to the same person more than twice in a week (Monday to Friday), the same shall be brought to the notice of AC/ DC of CFS/ CID/ Docks who may cause necessary enquiries about the purpose Or repeated visits of the persons. 6. All the CFS/ ICD / Docks under the Jurisdiction of the Chennai Custom louse are hereby directed to ensure that only the authorized are allowed in the Area. 7. Any deviation of the above directions, shall invite penal action against the erring persons. 8. Any difficulty in the implementation of this Public Notice may be brought to the notice of the Deputy Commissioner of the Custom (Docks), Custom House. Chennai. PRAKASH KR.
