No. IV (26)/40/2000-systems Dated 25-2-2002 Government of India Ministry of Finance (Department of Revenue) Central Board of Excise Customs, New Delhi A reference is invited to the format of the declaration form which is required to be filed by exporters for export of goods from Customs Stations where the processing of export documents is automated. The exporters/CHAs are required to declare the State of Origin of the export goods (such as Maharashtra, Gujarat, West Bengal etc.). The said information is required by the Ministry of Commerce to re-imburse the State Governments under the new ASIDE scheme devised for the purpose. It has been reported by the Ministry of Commerce that the exporters are not indicating the correct codes in the Shipping Bills. In some cases the old codes are also being used. In this context your attention is invited to Board's Circular No. 32/2001-Cus., dated 31-5-2001 [2001 (130) E.L.T. T51] issued from file F. No. 434/4/2001-Cus. IV regarding amendments in the formats of DTRs, Shipping Bills, Bills of Entry etc. The said letter carries a list of codes for various states in the country as per the basic statistic return system of the Reserve Bank of India. All the exporters are required to use the codes as notified in the said circular while filing the shipping bills. The assessing officers and the examining officers are also required to ensure that the codes have been correctly filled in. This is important since the disbursement to the States by the Union Government is dependent on the value of exports originating from different states as intimated by the Customs authorities. It is accordingly requested that the State codes may kindly be re-notified by way of a Public Notice and steps may be taken to ensure only correct codes be used.
