Modernisation of Industrial Units

The ‘Industrial Infrastructure Upgradation Scheme (IIUS)’ was notified in 2003 for upgradation and modernization of infrastructure facilities of the industrial clusters. The Scheme was recast in 2009. Further, the new Scheme namely, ‘ModifiedIndustrial Infrastructure Upgradation Scheme (MIIUS)’ has been introduced recently for taking up new projects in 12th Five Year Plan period.

Two projects have been sanctioned in Odisha in 2004 and 2010 and one in Chhattisgarh in 2005 under IIUS. Total 9 Nos. of projects have been sanctioned during the financial years 2009-10 to 2012-13 including one project for the State of Odisha. The details of these 9 projects are Annexed.

No proposal is pending under IIUS. One proposal for establishment of Powerloom Cluster at Burhanpur, Madhya Pradesh and one proposal for establishment of Textile Cluster at Panipat, Haryana were received in Department of Industrial Policy & Promotion (DIPP) which were returned to the concerned State Government with a request to submit revised proposal after issue of Notification of Modified Industrial Infrastructure Upgradation Scheme (MIIUS) as outlay under IIUS was fully committed.

The details of financial assistance sanctioned and the expenditure made therefrom to the projects for creating/upgrading water supply system, drainage and road connectivity in each State during the said period are indicated in the Annexure.

The independent evaluation of the Scheme was carried out in 2011 by the National Productivity Council (NPC). The findings of the Evaluation Study of NPC indicate that the Scheme has provided a robust platform for development of common facilities like R&D labs, Skill Upgradation Centre, Common Tool Rooms, Prototyping Centres, Effluent Treatment Plants, basic infrastructure (road, water, supply, power, etc.) which are essential for the clusters. Majority of these clusters belong to Small and Medium Enterprises who have taken up green initiatives and pollution curbing components under the Scheme.   Based on the findings of the evaluation study and experiences gained during implementation of IIUS, a new Scheme Modified Industrial Infrastructure Upgradation Scheme (IIUS) has been introduced w.e.f. 18.07.2013.
