HR Management Services, Service Tax

Received an invoice that read 'Professional Fees for referral of candidate' by a HR Management Services company, and the same didnt contain Service tax. Any idea how service tax is not levied, assuming turnover exceeds 10 lakhs.

Instead of assumptions and presumptions, I suggest you that ask from the service provider directly, that why he has not charged service tax on the Invoice. If he is ignorant of law, please guide him!
