CAN A MANUFACTURER TO BE A MERCHANT EXPORTER SIMENTANIOUSLY AND PROCURE EXCIASABLE GOODS WITHOUT PAYMENT OF DUTY IN HIS WAREHOUSE. PL ADVICE.

Yes, It is allowed.  But you would have to seek the amendment in the IEC.
