Attention of Importers, Customs Brokers, Custodian, Airlines: Bonded Truck operators and other Stake holders is invited to the Public Notice No. 01/2015 dated 09.01.2015 Wherein procedure was laid down for transshipment of goods inter alia from an Air Cargo location- Gateway Airsite to Chennai Air Cargo location (INMAA4). 2. Vide the above mentioned Public Notice at para 2, various processes were prescribed to be carried out at the Service Centre of E.D.I. of the Gateway Air Site, as well as at. Primary (Customs Department) at the Gateway Air Site, which is reproduced below:- The following processes have to be carried out in the location of Service Centre of E.D.I. of the Gateway Air Site; (1) Filing of Cargo Transfer Manifest (CTM) request by Airline or Consol Agent; (2) Request for cancellation of Cargo Transfer Manifest (CTM) by Airline or Consol Agent; (3) Filing of Transshipment Permit (TP) request by Transshipment Agency (TA). The following processes have to be carried out in the location of the Primary (Customs Department) at Gateway Air Site: (1) Approval of Cargo Transfer Manifest (CTM) by Customs; (2) Approval of Cargo Transfer Manifest (CTM) cancellation by Customs; (3) Approval of Transshipment Permit (TP) by Customs; (4) Approval of Transshipment Permit (TP) cancellation by Customs; (5) Post-Transshipment Permit (TP) cargo loading report at Gateway and gate in process at destination; (6) Air / ICD site Transshipment movement may be through Road or Air. 3. In spite of the prescribed procedures vide Public Notice referred above, it has come to the notice that transshipment of imported cargo under Bonded Trucks or by Airlines are -being processed and sent manually by other Gateway ports due to which manual endersement are being given at destination port on manual Transshipment Permit for the receipts. This is departure from the prescribed procedure wherein the Gate-in-entry is to be given. in the system for electronically transmitted TP copy and based on which, the Bills of Entry will' get integrated through system and no need to file another IGM at the Destination port. 4. Apart from the above processes, the above said Public Notice envisages alia; (1) vide para 9.3 the process of bond debit account updation; (2) TP fee debit and PLA account updation among other Transshipment approval. procedures; (3) vide Point-g of para 9.3 the IGM information for the relevant cargo lines along with the TP information will be made accessible to the destination Air Cargo/ICD site and no fresh IGM needs to be filed at the destination site; (4) vide Para 12, procedure for Post Tiansshipment Permit Cargo Loading Report at Gateway site; (5) vide Para 13, procedure for Gate-in process at destination Air/ICD site has also been detailed; and, All the information will be made available through E.D.I only. 5. As the procedure prescribed for Online Transshipment Module is not strictly adhered to by other Gateway ports leading to manual procedure [viz., giving manual acknowledgment / receipts, thus, resulting in filing of another I.G.M. by the Airlines/Bonded Truce operators], there is no online linkage of movement of the cargo from the Gateway Air Site to Destination Air Site. Hence, it has been decided that henceforth no manual acknowledgement of Transshipment Permit for Bonded truck transshipments or Air transshipments shall be entertained for receipt of import goods transshipped from other air locations to Chennai Air Cargo Complex (INMAA4), so as to ensure strict compliance of procedures laid down in Public Notice No. 1/2015 dated 09.01.2015. 6.
