No. VIII(H)9/CT/01/2017 Dated: 09.07.2019 PUBLIC NOTICE NO.17/2019 Sub: Constitution of EXPERT TRADE PANEL for the purpose of valuation/examination work involving the import/export clearance of Diamonds, Precious and Semi-Precious Stones etc All the Trade and Industry are hereby informed that applications are invited (as per proforma enclosed) for constitution of EXPERT TRADE PANEL for the purpose of valuation/examination work involving the import/export clearance of Diamonds, Precious and Semi-Precious Stones, studded/unstudded Gold Silver Jewellery, Pearls and other such related items, as per Customs Valuation (Determination of Value of Imported/ Export Goods) Rules, 2007. The applicant should fulfill following criteria:- (i) He should have experience of ten years in trade and expertise in identification, classification valuation of Diamonds, Precious and Semi-Precious Stones, studded/unstudded Gold Silver Jewellery, Pearls and other such related items etc. For experience, the applicant may submit membership/ experience certificate of Gems Jewellery association or certificate issued by any of the Govt. institutions/ Govt. department. (ii) He should file a solvency certificate. (iii) He should preferably be a member of Gem Jewellery Export Promotion Council or regional Jeweller Association. (iv) There should be no action taken or pending against the applicant under any Law. 2. The services of the member of EXPERT TRADE PANEL shall be utilized for identification, classification, valuation of Diamonds, Precious and Semi-Precious Stones, Pearls and other such related items etc. (Cut Polished Semi Precious, Precious Stones, Rough Stones etc.) and verification of the purity and weight of Silver I Gold jewellery (Studded unstudded) valuation thereof. The member so nominated will have to give his/her opinion on the spot whenever called by the officers of the Port / investigating officers of the department. Charges of fee for valuation / identification I classification will be paid by the importer/exporter. 3. The tenure of panel in existence at present which was constituted vide Public Notice No. 17/2018 dated 30.07.2018 shall expire immediately on constitution of new panel on the basis of applications received in response of present Public Notice. The existing valuers should apply afresh, if they so desire. 4. Applications, complete in all respect, should reach this office on or before 22.07.2019. Applications received after due date shall not be considered. 5. Panel will be constituted after examining the applications and recommendation by the Committee, constituted by the Commissioner. 6. The application does not give right to applicant to be included in the panel. The Commissioner alone shall have the discretion to include an applicant to the panel. The Commissioner has the power to reject the application of any applicant. 7. The Gem Jewellery Export Promotion Council, Jaipur is requested to give wide publicity to the contents to this Public Notice amongst their member/ constituents. 8.
