Tel: 0461 2352655, Email : - [email protected] e-office File No. CUS/AG/PN/4/2025-POL Date : 07-04-2025 PUBLIC NOTICE No. 13/2025 Subject : Implementation of the Sea Cargo Manifest and Transshipment Regulations (SCMTR) - Registration under SCMTR - Reg. * * * * * * * * * Kind attention of Authorized Sea Carriers (Including Shipping Lines), Authorized Sea Agents (Steamers/Shipping Agents), Authorized Carriers (Transhippers), Terminal Operators, Custodians, Freight Forwarders (NVOCC), Importers, Exporters, Customs Brokers, Authorized Persons of all the above, Associations and Federations representing the above persons and all other concerned stakeholders is invited to the CBIC Notification No. 57/2024-Customs (N.T.) dated 31.08.2024 whereby phase-wise implementation of the Sea Cargo Manifest and Transshipment Regulations (SCMTR) at various ports was notified. The SCMTR has already been rolled out at 9 sea ports. The SCMTR systems have been comprehensively tested and have incorporated feedback from the trade. 2. Attention is also invited to this office Public Notice No. 28/2024 dated 12.11.2024 regarding implementation of SCMTR for Tuticorin Customs (INTUT1 INTUT6) w.e.f. 15.11.2024. 3. In this connection, it has been observed that despite numerous efforts for handholding the concerned entities and address the difficulties faced by them, the filing of e-manifests is not upto the mark. It is also observed that registration under SCMTR specifically for freight forwarder (NVOCC), Terminal Operators and Custodians (CFSs / ICD / Port Authority) is significantly low. All stakeholders should be mandatorily registered under SCMTR, 2018 and are advised to get themselves registered immediately. 4. The DGoS is issuing various guidelines related to the registration process and filing requirements under new Sea Cargo Manifest and Transshipments Regulations (SCMTR) for different stakeholders such as Shipping Lines, Freight Forwarders, Transshippers etc., who are integral to the implementation of the said regulations. The same are made available at www.icegate.gov.in - Advisories - SCMTR. Trade may refer to these guidelines in case of any difficulty in registration. 5. Any difficulty faced in the implementation of this Public Notice may be brought to the notice of this office.
